EnCathay acts as a arm of the Chinese government. As such it is suspected that any developments in the northern area will increase Thibaw’s dependence and make Thibaw becoming a Chinese satellite. For centuries the fact that the northern Yengan Pass has been impassible for much of the year and passing only to minimal traffic for the remainder, has constituded Thibaw’s greated protection against domination by China. The construction of a pipeline across the Yengan Pass, with highway access alongside it, will rapid movement of Chinese forces into Thibaw and making any political democratic change impossible.
