Energy
Wordsworth Energy has made significant progress and is working with several NGO’s to promote human rights in Thibaw and is calling out to the international community for support. A number of NGO’s are disappointed by the lack of international support they have received thus far and will be campaigning for additional assistance and compassion for the people of Thibaw. Wordsworth supports UK involvement combating human rights violations, drug trafficking, and other issues in the Thibawan region.
The Patriot has heard that Wordsworth is investigating the allegations against Beowulf, but we have had no solid conclusions from that investigation to date.
Anti-oil NGO Verdant Future is concerned that money from IOC’s in Thibaw is being funneled by the government toward illegal destruction of the teak forests and forced labor camps for Thibawan citizens. They believe these activities directly benefit Lt General Sang Maw. The government refused to directly comment on this.
During the Thibawan government press conference it was announced that EnCathay would finance 51% of a joint venture with the Thibawan government for blocks 31 and 33. The government will take 51% of the profits in this project, which will be focused on supplying gas to the US.
Talks with Shiloh have ended and Shiloh will be pulling their operations out of Thibaw.
No decision has been made yet on block 45.
OBI has come out with their latest ratings, which are as follows:
Government: F
Social: B+
Wordsworth: B
EnCathay: C
Shiloh: A-
The government has shown no improvement in change or transparency. Wordsworth has made significant progress with NGO’s, EnCathay has surprisingly opened dialogue, and Shiloh has increased transparency.

The Mentor News: Destruction and Desolation in Thibaw

An anonymous source informed The Mentor of hunger, destruction, and devastation at a village in Thibaw. The source says, “The village is no longer there. The villages have been destroyed. Why did this happen? Why are these men, women, and children living on roads? The government told us they provide for their own, but I am not seeing evidence of this.” The source, who risks her life to convey this news, is concerned with the lack of attention from the government in Thibaw and pleads for international attention to this devastation.
The Mentor News: Wordsworth Energy Pleads for Help To the World Community
Iara Palacios of Wordsworth Energy informed The Mentor that the company, along with a global coalition of NGOs, is “pleading for help to the United Nations, US, UK, and other world governments to investigate the international property rights violations currently taking place in Thibaw.”

Wordsworth Energy Update
Wordsworth Energy firmly supports the help of all international organizations to help protect its sovereignty in Block 45 in Northeast Thibaw. It denounces these acts of terrorism by the government of Thibaw, the state-owned Chinese oil company Encathcay, and surprisingly, the American oil company, Shiloh.
XinHua State News Agency:
The Chinese army has advanced 60,000 troupes to the Southern border as result of deteriorating stability in Thibaw. After the reported demise of Prime Minister, it is suspected that relationship between the Thibawan Govt. and Chinese Govt. has gone even worse.
The Mentor Breaking News: International Property Violations Affect Wordsworth Energy
A global coalition of NGOs including Nurture, Shared Heritage, and Humanity First released a public statement calling for the international community’s attention to international property rights violations by the Thibawan government. According to the statement, the Thibawan government has violated agreements with UK’s Wordsworth Energy by formulating new negotiations with Shiloh Oil and EnCarthay Petroleum. Third-party NGOs call for global attention to these horrific violations and encourage immediate further investigation into the matter.
Washington Patriot Breaking News Update
Spokesmen for the people of Thibaw are calling for the United States Congress to pass resolutions that would directly combat the human rights violations, deforestation, mass protests, and drug trafficking that have plagued the northern regions of Thibaw. These issues have made foreign investment, such as that attempted lately by Shiloh Oil, increasingly difficult for the US.

Multiple Press Conferences 10:30am
There will be a series of press confences starting at 10:30am in the Exec Commons:

A message from the NGOs
The NGO community, including Shared Heritage, Humanity First, and Nurture are collaborating efforts in support of human, animal, environmental, and property rights. It has come to our attention that the Thibawan government may be in violation of international property rights if its intention is to sell Wordsworth’s property without the support of Wordsworth International. It is our belief that the Chinese government, nor Shiloh energy (USA/China) are as committed to sustainability as other possible entrants. Neither Shiloh Energy, nor the Encathay have made any public commitment to the protection of said rights.

Then Mentor News: OBI’s Concerns with Wordsworth: Does OBI Have a Reason?
During OBI’s August press conference, the agency expressed concern with Wordsworth Energy’s ethics and morals with a harsh “B-“ rating. Jonathan Fong of OBI suggests that NGOs should bridge the gap between the Thibawan government and Wordsworth. In an analogy, Fong suggested the need to “invent a dog” so that both parties can “speak the same language.” This elusive analogy will make it difficult for Wordsworth Energy to have a specific idea on how to raise their ratings in the future.
According to Iara Palacios of Wordsworth Energy, “This is ridiculous. We have been speaking to NGOs all along the way for support, and OBI would have known this if they simply would have asked us. They made these allegations without understanding the facts; in fact, they never approached us before making these comments. Wordsworth Energy continues its commitment to transparency and offers to speak with any party who seeks information.”

OBI Press Release
Wordsworth Energy appears to be reaching out to all of the NGO’s to create a coalition to protect their corporate ethical and human rights standards. Meanwhile, Encathay has began to create dialogue with the James Buchanan Council and is starting dialogue with OBI. The operations in Thibaw is finally starting to gain traction in regards to transparency.
Association with Beowulf Security damages Wordsworth's Squeaky Clean Image - and shares tumble
London Daily Bugle September 2010
"It's unfortunate in the extreme that the brother of Jonathan Carruthers, the managing director of British security consultants Beowulf Integrity Limited, should allegedly have been implicated in the recent failed coup in the African republic of Hortensia," says Defence Analyst L.Col. (Retd) Andrew Mainwarring-Wilson. "There will definitely be speculation that Beowulf itself may have been involved - and Beowulf is providing security advice to Wordsworth Energy, especially in Thibaw, were human rights and security are top issues. Groups critical of Wordsworth will almost certainly put the worst possible construction on this relationship - and it can be expected that the Government of Thibaw wil react with deep suspicion."
This indeed seems to be the case as a significant number of Wordsworth shares were sold yesterday - accordingly to market insiders this was by Ethical Investment Mutual Funds which have become very disillusioned with Wordsworth in recent months.
Wordsworth's shares closed at 265.

The Mentor News: Breaking News in Thibaw
In a Humanity First press conference, the former Prime Minister’s son, Sam Win, gave statements that he was abused and suppressed; he also expressed concern that the current Prime Minister of Thibaw is continuing with these human rights abuses. According to Win, the Prime Minister has zero tolerance for freedom of speech. In fact, he had to leave Thibaw and ask for asylum in the United States. Sam Win also stated that he is speaking for the Thibawan people in asking the government to “take a position on human rights violations in Thibaw.” The current Prime Minister in Thibaw refused to comment on the situation.
In the conference, Win commented on the future of oil and gas companies, saying, “I recognize the importance of foreign investment.” He is clearly cognizant of the necessity to bring development to help Thibawan communities economically and socially. However, he stressed that the country first needs to focus on improving the human rights situation and install a democratic system.

Washington Patriot Response to Rumors
In response to the libelous and unsubstantiated accusations of misconduct by a Patriot staff member and misappropriate use of funds, The Patriot vehemently denies any involvement in these acts and reaffirms its commitment to promoting truth in journalism.
It is interesting that the accusations came from an anonymous source. By the nature of our industry, The Patriot is often prone to develop critics whose claims against the paper have no credibility. The Patriot will continue to report the truth because the public has a right to know, even if it means that The Patriot will come under fire from those who do not want the truth reported.

Wordsworth Energy Update
In a show of support for the company, Wordsworth Energy has recently bought back 10% of its shares.
Does OBI know more than it's saying about a Wordsworth deal in Thibaw? Investors think so!
London Daily Bugle August 2010
The shares of troubled Wordsworth Energy got a boost from an unexpected source yesterday when campaigning NGO OBI launched a blistering attack on it "moral and ethical behaviour".
Giving Wordsworth a "B-" rating, OBI's Jonathan Fong referenced "connections between Wordsworth and the government of Thibaw".
The market interpreted this as meaning that OBI has inside information on a coming deal for development of oil reserves in Thibaw's Block 45, a deal Wordsworth badly needs.
In active trading Wordsworth's shares closed at 279, the highest for several months.

James Buchanan Council: Thibaw Faces the Threat of Existence- Calls for UN
After the minister of defense replaced the Prime Minister of Thibaw due to medical reasons, the country is in a very sorry state of chaos and lawlessness. Given Chinese interest in the oil and gas reserves of the country, it is evident that the prime minister has been forcefully thrown out of the country with the support of Chinese government. Besides, in the light of other reported incidents related to opium trading, teak deforestation, labor forces, brutal treatment of peaceful protesters, it won’t be wrong to say that the country has been practically taken over by China with the help of a few corrupt officials. The entire identity and existence of the country is under threat; therefore, it is high time international community get together to call for United Nations intervention in the country. The incidents should be seen as the breach of sovereignty of Thibaw and as a part of China’s international policy to emerge as the sole super power in the region. It is in every interest of USA and other European and Asia countries to call for the UN support to reinstate peace and law in the country.
Washington Patriot: 7th (MINI) ISSUE OF 2010: REVIEW OF THIBAW
Thibaw
In an update to The Patriot’s comprehensive June issue where allegations of bribery of the Tanyan people by Wordsworth Energy were mentioned, we have spoken with the Tanyan people who deny any such bribery. The Tanyans claim that all support from Wordsworth is through designated programs for helping nurses, teachers, etc. When asked for a comment from Wordsworth, they were not able to elaborate on how their money is being spent to help the Tanyan community.
In other energy news in Thibaw, negotiations between Shiloh and the Thibaw government have reopened.
Events Elsewhere
On July 2, there was a failed coup attempt in Lingama, the capital city of the SE African state of Hortensia. The country has been racked by civil war for years and only recently gained uneasy stability under President Winston Orgusa. The coup targeted the President’s residence, the main TV station, and the National Guard headquarters before some 150 insurgents were taken prisoner by government forces.
Sources say that the insurgents snuck in from the neighboring country of Abasaula during the night. Some of those captured are former British and Belgian military officers with a history of organizing military rebellions. One is the brother of Jonathan Carruthers (also a former officer), the managing director of British security consultants Beowulf Integrity Limited. While there is no immediate evidence that Beowulf was involved in the coup attempt, the brothers are known to be close. Of further concern is the fact that Beowulf has been undertaking work for Wordsworth Energy in Thibaw. When approached for comment, Wordsworth immediately shut down and refused to comment on the uprisings in Hortensia. The Patriot will continue to pursue more information about how Wordsworth feels about doing business with a company that may be linked to ruthless military activity in developing countries.

Patriot: Credibility?
A recent investigation has surfaced of a possible affair between East Asian Bureau Chief and Staff Aide. In an effort to uncover further information, it was discovered that there has been hush money paid and as a result, their credibility has come into question. The investigation is ongoing, but there is fear that an unknown source in the country of Thibaw is involved in a possible cover-up.

Wordsworth Shares Slide Halted?
London Daily Bugle August 2010
Troubled Wordsworth Energy hasn't had much going in its favour recently but its announcement last week that it has concluded an informal agreement to work with environmental organization Shared Heritage and relief organization Nurture to enhance the social and environmental impact of its activities has triggered a mild flurry of interest
in its shares by Ethical Investment Mutual Funds, some of which have deserted it over the last year.
Wordsworth shares closed at 268, up slightly from its lowest price of 265.
"It's better than nothing," says analyst Susan Wilkinson, "but unless Wordsworth can make a difference to its bottom line - and to its prospects, particularly in Thibaw - then there's no short-term chance of major appreciation of this share."

The Mentor News: Op/Ed: Oil and Gas Development in Thibaw: The Necessity for a Pragmatic Approach
Will oil and gas development in Thibaw ever become a reality for global energy corporations? According to a recent press conference from Wordsworth Energy, negotiations with the government are still underway, and they have been underway for at least six months. Although Wordsworth CEO Chris Belz stated that “the government is an important part of the future” in Thibaw and that they are “currently in discussions,” many believe the government roadblocks as well as the damaging explosions in the North Sea might prevent energy companies in Thibaw from fulfilling their plans.
At this point, what will it take for global energy corporations to make progress? Perhaps the situation necessitates involvement by an NGO-mediated agency along with the World Bank to regulate resources and negotiations. Undoubtedly, all parties will seek an equitable share in revenues. The projects simply cannot proceed without specific and transparent contracts signed by all parties outlining a specific allocation of revenues.

Washington Patriot Breaking News Update
BREAKING NEWS, 9:30 AM: Strong allegations have been made that the Chinese government is in fact the true power behind the new government in Thibaw, and is using Thibaw?s recent change in leadership as a means to support their ongoing operations of NARCOTRAFFICKING, FORCED LABOR, TEAK DEFORESTATION, AND HUMAN TRAFFICKING.
A credible source, who asked for anonymity for his own protection, spoke up about reports from the Thibaw countryside that China was in fact the driver behind human rights violations in the northern regions of the country. There have been reports of opium trafficking increasing 18%, political links to terrorist organizations (including the UUDP), and human trafficking of young women into the country of China.
These new allegations require serious consideration to be taken by foreign oil companies, who have had an interest in extracting hydrocarbons from the country. The Chinese state-run oil company, EnCathay Energy, has also shown continued interest in the region.
The Washington Patriot is continuing to work with its local investigators and alliances in the region. Further details will be provided as soon as they are understood.

Energy News
Over the last few days, an explosion on a rig in the North Sea, co-owned by Wordsworth and Shiloh, and operated by Wordsworth, has caused a rig down situation that has brought into question the efficiency of Wordsworth as a drilling operator.
Due to the damaging effects of this explosion on both companies’ production targets, OBI will scrutinize their dealings in Thibaw to make sure their production goals do not compromise their ethical standards.
In other energy news, Shiloh is now contemplating pulling out of Thibaw due to the lack of formal response from the government on their proposal for drilling and production rights. Prompted in part by the 25% buyout of Shiloh by EnCathay, Shiloh is concerned about their economic risks in Thibaw and is prepared to act in the best interest of their stakeholders.

This deal potentially given EnCathay an entree to teh highly profitable US LNG market."
he expectation in investors is that EnCathay will hope to increase its holding in Shiloh. "They're backed by the Chinese Government," says Jasper Shrigg, " and money isn't a major concern. They'll be ready to pay top dollar if they want to get more shares. And investors are flocking to the share for that reason, before it climbs higher."

Wordsworth Public Announcement
Wordsworth is saddened by the recent events in the North Sea. We are exceedingly thankful that no one was hurt, which surely resulted from Wordsworth’s promise to keeping ethical standards which include safe working conditions.
Wordsworth is working with the UK Health and Safety Inspectorate to further delve into this incident. This has not affected any of our other locations in any way.
We are double checking all safety measures and are ensuring there is not a possibility of this happening anywhere else.
We see no long-term ramifications on production. The effects on production were limited and the Dorothy platform is currently still in production and will continue to increase.
Wordsworth is continuing its plans and is optimistic with the process in Thibaw and its development of Block 45 which shows great promise of oil production.
Thank you.

Shiloh and Wordsworth Shares hit by accident in North Sea
The prospects of the Wordsworth and Shiloh Companies meeting their worldwide oil production and profit targets this year were recently hit badly when an explosion occurred in one of the two gas compression modules on Wordsworth’s Dorothy platform in the UK sector of the North Sea. (Wordsworth, which also operates, holds a 35% share in this field while Shiloh O il holds 25% and two other companies hold the remainder). Though nobody was hurt in the incident, the platform, which currently produces 85,000 bbls/d, was shut in for seventeen days before production could resume. Permanent repairs will take several months and in the meantime production has been reduced by 25,000 bbls/d since only one gas compression module is fully operational and the other is operating on reduced capacity.
Particularly worrying for Wordsworth is the fact that the accident will be the subject of an investigation by the UK’s Health and Safety Inspectorate which, if negligence is proven, could result in a substantial fine for Wordsworth. More serious however is the likely impact on this year’s profits for both Wordsworth adn Shiloh.
"This is really bad news for Wordsworth," says respected industry analyst Silas Grimshawe, "and it's going to need a signal success in some oehr area if it's not going to see itself even more vulnerable than before to possible take-over bids. It also means that folks in Shiloh won't be feeling too warm towards Wordsworth!"
The markets appear to agree since Wordsworth closed yesterday at 265 and Shiloh at 6.59.

Joint Humanity First & Shared Heritage Press Release
In regards to recent developments in the Thibaw oil and gas development project, Humanity First, Shared Heritage, and another unnamed NGO would like to re-iterate their stance on human rights and environmental protection.
The consequences of mismanagement in these two areas will have significant impact on the lives and future of the Thibawan community. We also represent millions of empowered stakeholders in the world, who are closely monitoring the situation as it develops in Thibaw.
We would like the oil and gas companies, specifically EnCathay, Shiloh, and Wordworth, who are currently in negotiations with the Thibaw government to state what their commitment and contribution will be to the local community development and environment sustainability.

Fears for Shiloh and Wordsworth Prospects in Thibaw
Yesterday's Press Conference by the Government of Thibaw which confirmed that Thibawan and Chinese forces would work in harmony to guarantee security along Thibaw's Northern Border has been interpreted by analysts as indicating that Thibaw has accepted, however reluctantly, that China will play a major role in the future of Thibaw.
"This almost certainly means that the Chinese state oil and gas company EnCathay will play a dominant role in the development of Thibaw's hydrocarbon resources," says respected analyst Rebecca Goldsworthy. "It also implies much reduced scope for foreign companies such as Wordsworth and Shiloh".
The markets appear to agree since Wordsworth closed yesterday at 271 and Shiloh at 6.63.

The Mentor News: Thibawan Government Responds to Military Activity Along Chinese Border
In a recent press conference, the Prime Minister of Thibaw expressed concern for the security of Thibawan citizens based on military exercises in which the two countries sent troops to the northern border of Thibaw that borders China. According to the Prime Minister, the military exercises “recently concluded.” Thibaw will be leaving troops in place along the border of Thibaw and China even though the two countries “intend to work closely” together. The extent of current negotiations and/or an alliance between Thibaw and China is unclear.

Open Books International's recent lauding of Shiloh Oil as an ethical operator hasn't found any great resonance with the market.
"People invest in Shiloh because it's a solid, reliable operator that can be trusted to give a good return," says New York stock analyst Chuck Gantry. "Nobody's looking to them for high-falutin' talk about ethics. If they wanted that they'd be investing in Wordsworth or the like. They don't take to being lectured by pompous NGO folks like Herr Wilhelm Achterburg. And they're not impressed by Shiloh talk about a deal in Thibaw being imminent. They'd like to see details - something solid. Given the uncertainties in Thibaw any investment before that is little better than a gamble."

London Daily Bugle May 2010:Wordsworth Share Price Rallies as Market gets turned off by OBI "Arrogance"
Lily Vale, Finance Editor, comments in today's Finance and Economics section on the slight rally in the prices of Wordsworth Energy shares which follows the Press Conference held yesterday by Open Books International.
"A strong impression was given of arrogance on the side of OBI," writes Ms. Dale. "There's an increasing perception that Wordsworth is facing difficult challenges while OBI is essentially an organisation that has power without responsibility. It's easy to throw around accusations but a lot harder to implement solutions in a country as challenging as Thibaw."
"OBI look to be suffering from an overdose of self-importance and the self-righteous preaching of OBI's President, Wilhelm Achtenburg is turning off a lot of people who might otherwise be sympathetic to OBI's objectives. Mr.Achtenburg's previous experience in running the Spandau-Leipzig Bank in Germany hardly qualifies him to lecture others on how to operate in a military dictatorship in South-East Asia."
Wordsworth's shares closed up at 277. According to some tihis reflected re-purchases of Wordworth shares by some Ethical Investment Mutual Funds which had previously unloaded them at a higher price.

James Buchanan Council: EnCathy Says Assets Safe and China Invading to Prevent UDIP Immigration
Surprisingly, the stated reason for Chinese attack has been denied by EnCathy, which says that all its assets are safe. Which makes sense given the fact that EnCathy doesn’t have any major assets in the north-west region,
unless EnCathy has started the pipeline project. EnCathy claims that China invaded Thibaw to prevent UDIP invasion. However given the intensity of invasion, it is possible that this is an exercise for China to show its military might to prevent Thibaw from deciding against Yengan pipeline or against EnCathy in any other matter. China seems to be ready to any far to support EnCathy, which unlike other industry players in the country has a poor record of engaging with local population and NGOs.

The Mentor News: Thibawian Government “In Negotiations” with Global Energy Companies while Tanyan Community Waits
In a recent meeting with the Minister of Defense and representatives of the Tanyan community, the Thibawian government confirmed that they are “in negotiations with Shiloh, EnCarthay, and Wordsworth Energy” to guarantee commitments to the Tanyan community. The Minister of Defense did not comment on the intended date for closing these negotiations.
Undoubtedly, the Tanyan community is anxious to learn of specific commitments from the Thibawian government as well as Wordsworth Energy. According to Douglas Franklin from the Tanyan community, the Tanyans “fully support Wordsworth” and are “waiting on the government.” Iara Palacios from Wordsworth Energy commented that the company will “do what we can,” and that although “the intention is there,” they too are waiting for the Thibawian government to allow them to move forward.

The Mentor News: Commitment and Transparency
In the last couple of days, there was extensive military movement between the Chinese and the Thibawian governments. According to a publication from the James Buchanan Council, a nonpartisan organization, the Chinese government has a personal interest in preventing Wordsworth from engaging in any operations in the Thibaw territory because it wants hydrocarbons to land on its territory. This might be detrimental for Thibaw and its people. There is a need for more involvement from non-governmental organizations to seek transparency in this process in order to benefit the Thibaw community. Wordsworth has shown a lot of interest in beginning operations in Thibaw while providing support for the surrounding communities. However, further negotiations with the government and non-governmental organizations need to take place to demonstrate their commitment and transparency towards the community.

Are Ethical Investors giving up on Wordsworth?
London Daily Bugle April 2010
Lily Vale, Finance Editor, comments in today's Finance and Economics section on the massive unloading of Wordsworth Energy shares over the last two days which dropped the price to 271.
"Large blocks of shares came on the market," writes Ms. Dale, "all apparently dumped by Ethical Investment Mutual Funds and private investors. The action was almost certainly triggered by the devastating report earlier in the week in the authoritative US newspaper The Washington Patriot which revealed a serious rift between Wordsworth's Chairman, Sir Conway Dalrymple and his old friend Sir Montague Tigg, Master of Milton College, Cambridge and Honorary President of the ecological campaign group "Friends of the Dwarf Tapir".
"Sir Montague tried to tip off Sir Eustace on the old boy network that Wordsworth would need to pay attention to this issue in Thibaw," writes Ms. Dale, "and back in January he asked for a reply in a week. Sir Eustace seems to have snubbed him and now he has gone public on the issue to the Patriot. It makes Wordsworth's commitment to its own much-trumpeted Ethical Principles look like so much hot air. And it's not wise to offend an Establishment figure such as Sir Montague who has such a high reputation in the more conservative end of teh NGO world."
There are indications that among the stocks unloaded were those held by the US's Bruce Wayne Foundation, which could have been as high as 2% of the total. Richard Grayson, the Foundation's CEO has refused to comment.
"The are some indications that Wordsworth shares are being snapped up by a single mystery buyer," adds Ms. Dale, "and this would not be surprising. There's long been talk of Wordsworth as an attractive acquisition target for larger companies."

Washington Patriot: 3rd ISSUE OF 2010: REVIEW OF THIBAW
In January, The Patriot was copied on a letter to Sir Conway Dalrymple, Chairman of Wordsworth Energy, sent from Montague Tigg, Master, Milton College. His letter addressed the issue of the threat to the dwarf tapir population in Thibaw and a full copy can be viewed below.
We have recently been approached by a source in the UK who has informed us that Mr. Tigg has yet to receive any response on this letter from Wordsworth. This news has spread rapidly and many people in the UK have become very concerned over the issue. Over the past few months, we have tried to get more concrete information from Wordsworth about how they plan to address this issue, but have only been given vague, tentative plans. Even in their recent environmental impact assessment, conducted by a third party, Wordsworth does not take ownership for solid plans to find a solution for their pipeline that will prevent the extinction of the dwarf tapir.

Dear Sir Conway:
I refer to our pleasant opportunity to reminisce about our undergraduate days when we met at the annual dinner of the Dryden Society last month and to your indication that you were ready to hear more of the case I might wish to make on behalf of the Dwarf Tapir.
You will be aware from our discussion that less then [sic] 200 breeding examples of these rare mammals still exist in the wild and that their last habitats, in the Lai-Ha Valley of Thibaw, have come under severe threat as a result of the tensions that have wracked that unhappy country in recent years. These tensions and, I regret to say, the complicity of many in government who should be responsible for the suppression of poaching in profiting from it, has resulted in massive commercial hunting of these creatures. Their hooves - which are regarded as an aphrodisiac in many countries in the Far East - represent the source of profit.
The only factor currently in the Dwarf Tapir's favour is the remoteness of its habitat. Roads into the mountain foothills to the north and south of the Lai-Ha Valley are badly deteriorated due to lack of maintenance but were access to be improved there is little doubt that the entire species would become extinct in the two to three years.
From the above you will appreciate the urgency with which the organisation of which I have the honour to be Honorary President is urging declaration of the northern parts of the Pauk Mountains, and of the entirety of the Lai-Ha Valley, to be a protected area. This would mean, among much else, that no further road construction would be permitted in the area. This would not be at the expense of the local inhabitants since the areas in question are very sparsely settled in the first place.
You will also appreciate why the Friends of the Dwarf Tapir view with such alarm reports in the financial and technical press that Wordsworth Energy is contemplating construction of a pipeline through the Lai-Ha Valley. Any such action would toll the death-knell of the Dwarf Tapir - a tragedy not just for the species itself but for all of us who value bio-diversity.
In view of the above I would appreciate your clear assurance that Wordsworth Energy will not construct any such pipeline and will seek alternative, and environmentally acceptable, methods for evacuation of oil from its Block 45 development in Thibaw.
I would appreciate your answer in the coming week as I would like to present it at the Annual General meeting of our organisation. Please also copy other recipients of this letter.
Yours Faithfully:

From the XinHua State News Agency
The Chinese Government has advanced 40,000 special forces troops to the southern Chinese border. This is a routine military exercise and the Chinese government vehemently denies that this is in response to any external provocations.
Market reacts to news of China flexing its muscles in Thibaw
Yesterday's announcement by China's XinHua state news agency that "with the full permission of the Thibaw Government, Chinese paramilitary forces entered the northern region of Thibaw to protect the safety of Chinese assets" sent jitters into Western investors yesterday, resulting in falls in the share prices of Wordsworth Energy and Shiloh Oil, both of which have business interests there.
"This is the clearest indication we have seen yet that China intends to stop at nothing to protect its strategic interests in Thibaw," says Professor Selwyn Hughes of the London College of Advanced Strategic Studies. "I'd be surprised if this had anything to do with any real threat to Chinese assets in Thibaw either from Udip insurgents or anybody else. This was a clear message from Beijing that it could impose its will on Thibaw as and when it wants. And Thibaw doesn't have any friends to turn to internationally. Wordsworth and Shiloh can't count on the same type of support as Chinese interests in the country."
Wordsworth shares closed at 285 and Shiloh shares at 6.69.

News release from the Government of the Republic of Thibaw
The government of Thibaw is sending 20,000 troops to the area between the cities of Salin and Sagu due to concern over dissident terrorist activities in this region and to ensure security for Thibawian citizens who live in this area of the country.
Wordsworth Share Price Slide
Significant numbers of Wordsworth shares - up to 1.5% of all issued - took place yesterday on eth London Stock Exchange. The stock closed at 289, down from 320 in January.
"The catalyst for the slide was yesterday's downgrading of Wordsworth's rating by the NGO Open Books International form B- to C+," says noted analyst Stephen Earnshawe. "Particularly damaging was OBI's allegation that Wordsworth's behaviour in Thibaw represented "a disconnect with its own Ethical Values. And the situation wasn't helped by a Wordsworth representative at the press conference at which this was announced indulging in open confrontation with OBI, despite OBI's stated desire to cooperate with Wordsworth."
Most of yesterdays shares seemed to have been offloaded by ethical-investment Mutual Funds but only one, "Emerald Growth" was prepared to admit the fact. Emerald Growth has apparently disposed of all its Wordsworth shares, amounting to 0.3 % of the total.

Two days ago, with the full permission of the Thibaw Government, Chinese paramilitary forces entered the northern region of Thibaw to protect the safety of Chinese assets. There was engagement with the Udip terroristic group. Pipeline Through Vietnam can Jeopardize EnCathy’s Yengan Pass Plans
Dissident Underground (DU) is trying to bring NGOs and other welfare entities together to work against any kind of pipeline through the Yengan Pass.
They propose a pipeline through Vietnam. They also demand that the pipeline should be financed through project financing structure. This would not only prevent the ecological disturbance from taking place in the Yengan Pass but would also bring transparency to the oil and gas revenues earned by the government. They reiterate their commitment to peaceful means to achieve these goals, and seek a general consensus amongst NGOs on this issue.
They don’t seem hopeful of sudden regime change in the democratic direction. If these things materialize, EnCathy might face difficulties, while Wordsworth might get better public support. China is not expected to like this idea as it wants hydrocarbons to land on its territory; this might create strained international relations.

• Public sector in Thibaw lacks transparency and has not show any plan to implement its talk of democratic elections next year.
• Social sector is making progress on its own but needs to begin to work more closely with each other to achieve their collective goals to help the Thibawan People.
• Private sector is fragmented. As with the public sector, the world requires more information regarding the plans and operations of its activities within Thibaw. EnCathay lacks transparency and has not improved between reports. Wordsworth has made a commitment to ethics but has yet to publicly announce concrete environmental plans for their pipeline development. After additional discussions with OBI, Wordsworth has still not been forthcoming with their future plans. OBI did not have enough information on Shiloh to give a rating on their first report card, but have now rated them as a B, the highest rating of any energy company on the report card. OBI will be providing more details at their press conference.
Environmental Concerns
The people of Thibaw are very concerned about the destruction of the teak forests, a concern that is shared by Shared Heritage International. Additionally, SHI is concerned about overall environmental impacts of oil exploration in Thibaw and is “looking forward to working with energy companies to find environmentally sound solutions for exploration,” according to John Sartorius. SHI has committed to providing a full, in-depth analysis, which will be available exclusively through the Washington Patriot in our 4pm issue.
Human Rights Issues
There are many human rights organizations, such as Humanity First, with interests in Thibaw. They vary in their opinions of the situation in Thibaw, but all are concerned about the unfair treatment of the Thibawan people. We had the privilege of meeting with several locals, including a representative from the Tanyan community. The Tanyan population has made a commitment to stop guerilla attacks, provided the Thibawan government assist their community with building schools and healthcare systems, and providing electricity. As the government declined comment to The Patriot, the results of this promise remain to be seen. Humanity First has also committed to providing an in-depth analysis, which will be available in our 4pm issue.
Oil Exploration
Wordsworth has been given a lot of play in the news lately, as it combats accusations from environmental groups that oppose its development in Thibaw. Their stock price has been dropping, which is likely a result of all the negative press.
Although they have received less publicity, Shiloh also has significant interests in Thibaw. They are working to promote US interests in the country. Because of all the ongoing events in the country, Americans have a vested interest in Thibaw, not only socially and politically, but also economically. More information will be presented in our 4pm issue.

Energy Exploration: Will Contracts Actually Emerge?
UK-based Wordsworth Energy has expressed confidence that the Thibawian government is on board with their exploration plans. However, according to the Minister of Defense in Thibaw, these contracts are still in the “preliminary stages” and “nothing is confirmed at this point.” The government in Thibaw aims to be actively involved in future E&P efforts due to the potential to increase the country’s GDP , which will help bring the nation out of poverty. At this time, energy companies are relying on verbal commitments by the Thibawian government, but will these verbal contracts hold?
Jonathan Fong at Open Book International is concerned that all energy companies involved in the negotations have “alluded to a strategy” but seeks to bring more transparency to this process. Perhaps financial transparency with the aid of a non-partisan NGO will allow the process to become more visible and successful for all parties involved.

Humanity First press release
Humanity First is extremely concerned about the issues of human rights in Thibaw with regards to the current Oil and Gas developments. We are the voice of many stakeholders around the world, and we represent them in helping to make sure that the people of Thibaw have freedom to make choices, as well as to lead dignified lives.
During the last few months we’ve been gathering information about the current situation in Thibaw, the organization is very concerned about the following points:
- Repression is real: we’ve been able to confirm from many sources the lack of freedom in the country.
- Udip population concern: We have information to confirm that kidnappings and massive killings have happened lately and there are not indications of any judicial actions taken towards solving those crimes
- We have confirmed that Re-education through labor practices are currently in place by Thibaw’s government. Practices like forced alienation and partial prosecution are common and well documented.
- Humanity First along with Shared Heritage are also concerned about the Massive Teak deforestation currently happening the southern part of the Lai-Ha Valley and Northern foothills of the Pauk Mauntains. The logging practices in the area endangers the existence not only the ecosystem but also the local economy as a whole. Shared Heritage continues to seek the cooperation of the production companies to ensure environmental sustainability in the region.
If interested companies are doing something to solve this crisis, we encourage them to make the public. The only long term solution that Humanity First sees for this tragic situation is the creation of an international consortium of companies with clear development goals for Thibaw’s people and economy. We demand the participation of Oil and Gas companies, the Thibawan Government, The World Bank, and other companies which are interested in participating in the oil and gas development in Thibaw.
We will not tolerate forced labor, and shady management of the revenues of this project. Humanity First is committed with the development of the communities and that will not happen without transparency and under an authoritarian government.

Investor Chronicle Newsletter, New York, March 2010
"The crashing silence from Shiloh Oil about its intentions in Thibaw is starting to un-nerve some investors," says an article by Editor Steve Bradshawe in today's edition of the subscription-only newsletter "Investor Chronicle".
"Shiloh has had a string of bad news recently," says "first the string of dry wells in Thibaw, then news of a confrontation with the notoriously sensitive government of Thibaw over allegged corruption issues and rumours that Shiloh is going to leave Thibaw permanently. If it leaves Thibaw where else will it go? It needs successes soon."
Shiloh's price has slid slowly and gently recently, indicating a gradual loss of confidence by investors who are unloading stock. It closed yesterday at 6.73.
"It still is a company with great potential," says Bradshawe, "and even if it has drilled dusters in Thibaw it has accumulated experience that others don't have about how to operate in that difficult country. That's got to be worth something - something like a foundation for seeking more acreage in thibaw."

As we start the afterlunch session it is appropriate to feed back comments made by observers who have been present at team meetings adn negotiations.
The main concern is that many teams are not yet playing in role, and not being realistic in their acting out of the roles allocated to them.
Your briefing packages contain adequate background on which you should be basing your material. Please remember the instruction at the briefing sessions that you must play your role like a Method Actor - i.e. feel it in your gut, act it out so that, if necessary, it hurts.
No matter what team you are in you are representing people for whom the role is vital - to their wealth, their self-esteem, their reputations, their power and even, in some cases, the personal survival of themselves and their families. Some of these people are ruthless and vicious and will not hesitate to take extreme measures to advance their ends - and this lack of conscience is not necessarily confined to members of Government. Even decent people will have to fight tooth adn nail, yet within tier ethical framework, to achieve thier goals.
If Business, NGOs and Media fail to prosper then the consequences will be financial and may impact on future careers. Others may have even more vital interests at stake.
So if in any doubt go back to your briefing document and reassess how you are playing the role - adn then pull out the stops!
If in any doubt about how to do this please see the organisers.

Wordsworth Share Price Slide halted - but hasn't recovered
The recent press conference at which Wordsworth International reiterated its commitment to maintaining the highest degree of ethical standards while pursuing its E&P opportunities in the Tanyan region of Thibaw seems to have helped stop the recent slide in Wordsworth share value.
"It gives Wordsworth a breathing space," sais respected commentator Jim Good yesterday, "and ethical investors are giving it the benefit of the doubt, based on its previous performance. But Open Books' recent attack on Wordsworth has done serious damage and Wordsworth is going to have to come up with something positive soon if there's not to be another slide."
Mr.Good also alluded to rumours that the respected UK environmental consultant Odiham Associates Ltd. have been contracted by Wordsworth to provide a Social and Economic Impact Assessment of its proposed development in Thibaw.. "Odiham won't pull its punches," Mr. Good said. "Many activists are saying the acid test of Wordsworth's integrity will be its willingness to make this report public."
Wordsworth shares are trading at 305, up slightly on its 2010 low of 304.

Wordsworth Confident in Path to Market for LNG
Wordsworth Energy has engaged the Thibawian government in further discussions for a path to market for Wordsworth’s natural gas operations. According to Chris Belz of Wordsworth Energy, cooperation of the Vietnamese government is critical. Belz remains confident that “relations with the governments of Thibaw and Vietnam are such that a path to market can be achieved.”

A message from The People for Independence of Thibaw:
EnCathay acts as a arm of the Chinese government. As such it is suspected that any developments in the northern area will increase Thibaw’s dependence and make Thibaw becoming a Chinese satellite. For centuries the fact that the northern Yengan Pass has been impassible for much of the year and passing only to minimal traffic for the remainder, has constituded Thibaw’s greated protection against domination by China. The construction of a pipeline across the Yengan Pass, with highway access alongside it, will rapid movement of Chinese forces into Thibaw and making any political democratic change impossible.
Support freedom and democracy in Thibaw by boycotting the Chinese domination plans!!

Feedback on Stock Market Movements
Note that the identities of buyers and sellers of shares are confidential, though financial journalists may speculate on who may be involved.
Ethical Investment Mutual Funds provide breakdowns of their holdings in their Annual Reports and on occasion may provide interim updates on which stocks they may be acquiring or divesting.
Note also that investors such as large charitable foundations are very careful about revealing whether they are acquiring or divesting stock as they are aware that this can have a major impact on market prices. Wealthy socialite, industrialist and philanthropist Bruce Wayne is known to feel especially strongly on this. Though his social profile is high he is notoriously tight-lipped on the Foundation's investments. His foundation's CEO (and his own ex-ward) Richard Grayson follows a similar strategy.

Tanyan Locals Pleased With Government’s Commitment to Provide Infrastructure and Schools
The Thibawian government expressed commitment to the local Tanyans to build schools, to provide jobs, and to build infrastructure for electricity. Wordsworth Energy also offered a similar “very large” commitment to the Tanyans.
Tanyans are optimistic that the government will follow through with their promises. In a recent meeting, Radost Boniva and Douglas Franklin expressed faith in their government saying that “we are sure they will take care of us.”
Franklin also stated that the government wants to go beyond Wordsworth’s commitments to provide additional higher education opportunities.
“We are happy to see all parties working closely together,” said local Tanyanb Jialin Li.

"A large number of shares came on the market," says Ms. Dale, "and they were almost certainly dumped by Ethical Investment Mutual Funds which want to get out while the price is still high. It looks as if OBI's devastating evaluation of Wordsworth as a "B-" in ethical terms may herald the exit of many other like-minded investors."
"A major concern for Wordsworth must be how the US-based Bruce Wayne Foundation reacts," continued Ms. Vale. "Billionaire Bruce Wayne is known to hold very strong views on Human Rights". According to some sources the Bruce Wayne Foundation may hold as much as 2% of Wordsworth stock. The Foundation's CEO, Richard Grayson, refused to comment when called by the Bugle.

WASHINGTON PATRIOT RELEASES CONTINUATION OF 1ST ISSUE OF 2010: REVIEW OF THIBAW
____________________________________________________
We have spent the last several months meeting with oil companies and NGO’s to determine the outlook for oil exploration in Thibaw. Wordsworth energy has gained a lot of attention recently because of its plans for exploration in Block 45. While several environmental groups such as Verdant Future and Friends of the Dwarf Tapir have expressed concern over Wordsworth’s ethical and environmental practices, Wordsworth has explained their plans for environmentally sound exploration. In response to a ground water contamination incident a few months back, Wordsworth worked with the local people to promote improved healthcare and their efforts were well received. The company has cleaned up the water and now has stringent HSE restrictions in place to prevent future leakages. In an effort to continue their development of Block 45, Wordsworth is working with several environmental organizations to come up with a way to move forward without harming the endangered dwarf tapir. One possibility is to create a preserve where these creatures will be able to live and reproduce in hopes of growing the population back to sustainable numbers. Wordsworth continues to stress its commitment to ethical standards.
Shiloh Oil, the American independent oil company, has made clear that it has no plans to leave Thibaw. In fact, the company has stated that it is actively pursuing options for economic development
within the country through an interest in natural gas reserves, which it would sell to the Western United States market. This is good news for the Thibawan people, who support Shiloh’s presence in the country.

WASHINGTON PATRIOT RELEASES 1ST ISSUE OF 2010: REVIEW OF THIBAW
The Washington Patriot is transitioning to become more of an issues-based newspaper in order to let the world know about ongoing social, economic, and environmental issues. To that end, we will be working with Open Books International and publishing their monthly report card on the progress of reform and transparency in the country of Thibaw.
OBI’s report card rating in the past has had significant positive/negative impact upon the future of a country. The rating that a county receives has a solid track record of predicting the positive/negative growth of economic, social, and governmental development in countries it rates. A favorable rating by OBI shows clear and measurable progress of a country, making it valuable for investment and a positive outlook. A negative rating, on the other hand, results in the opposite.
OBI President, former head of major world banks, believes the course of energy development in Thibaw has the potential to have an extremely positive impact upon its people, society, culture, and economy. This report card will give the world a view on pressing issues of corruption in the government, progress of energy development, and uplifting of the Thibawan people.
OBI will closely monitor the trajectory of Thibaw through the choices of 1) The Thibaw Government, 2)Wordsworth, 3)NGO’s, and 4)The Thibawan peoples
Because Thibaw has recently become a hotbed of international controversy, our future stories will focus on humanitarian issues of the Thibawan people, environmental concerns that will be affected by oil exploration, as well as corruption concerns related to the government.

"Shiloh Oil can do without these sorts of rumours," says an article in today's edition of the subscription-only newsletter "Investor Chronicle", commenting on an item coming from an unidentified source in Thibaw reporting an alleged spat between this US Oil Company and the authoritarian government of the "Hermit Republic". Reportedly an American Shiloh staff member got arrested and deported after the company confronted the Thibawan government on the issue of bribes.
"Shiloh usually keeps a low profile and tries to get on with governments, regardless of their ideological orientation," wrote Steve Bradshawe, the Newsletter's editor. "It just concentrates on geting teh job done and enhancing the bottom line. That's why investors like Shiloh - and that's why they're reacting negatively to teh current news."
Negative market reaction has resulted in Shiloh shares closing at 6.79, down from 6.87 at the start of the year.
"Shiloh is going to need to mend a lot of fences in Thibaw if it's to have any hope of getting future acerage there," said a market insider who did not want to be identifued. "First they drill a string of dusters, now they offend Thibaw's government. They need to be very careful!"

What is Wordsworth hiding?
Wordsworth is continuing environment devastating oil exploration in the hermit republic.
How Wordsworth can maintain good relationship with Thibawan while other oil companies are suppressed and deported because of not paying bribes to the dictator government?
How can Wordsworth repeat that they abide by their ethical standards while they are cooperating with the military government which never stops killing innocent people in the country?
Wordsworth states if it were not them, it could be other company in Thibaw. Is this a good excuse?

The People of Thibaw
Thibawan army units are using anti-UULF (United Udip Liberation Front) operations as a cover for illegal logging activities conducted by the forced labor! The main beneficiary is the Minister of Defense and his corrupt staff members.
If illegal teak exports through Viet Nam continue, our country will run out of this natural resource by 2020.
PLEASE help the people of Thibaw to preserve their natural resources and stop an ending of forced labor practices.

Voice of the Oppressed
We are reliably informed that Wordsworth is seeking the government’s protection of their oil block area. We view this as lying in bed with the enemy. The government of Thibaw will use this as an opportunity to use force to oppress us further. We are a peaceful people and want to go about our business without fear for our innocent women and children.

Unfair treatment of Shiloh Oil! One of its American staff members got arrested and deported after the company confronted the Thibawan government by not paying bribes.
Why does the cruel Thibawan government treat different oil companies differently?
Freedom to the people of Thibaw!

Lily Vale, Finance Editor speculates in an article in today's Finance and Economics section today that increased trading in Wordsworth Energy shares in recent days may have been spurred by the recent article in the prestigious Mentor newsmagazine.
This article highlighted remarks by Jonathan Fong of Open Books International expressing a degree of confidence that Wordsworth's presence in the "Hermit Republic" of Thibaw might lead to an improvement of conditions there.
"OBI's intervention offsets to some degree the thinly-disguised attack on Wordsworth recently made by respected British novelist Sir William Dodd," says Ms. Dale,"and the increased trade in Wordsworth shares may reflect further purchases by Ethical-Investment Mutual Funds."
Wordsworth shares closed at 326, up from 320 at the start of the year.

Wordsworth International To Provide Vocational Training to Tanyan Villagers
In recent developments, Wordsworth International expressed a commitment to provide vocational training for 2,000 local Tanyans in Thibaw. In exchange, the local Tanyans will provide access to their land for geological examination.
According to Iara Palacios of Wordsworth International, “we really think we can work together.” Ms. Palacios said that Wordsworth aims to provide vocational training to the local Tanyans in an effort to help them build their skills. Wordsworth is implementing this program to look after the long-term benefit of the Tanyans as part of the company’s commitment to ethical standards in business.

Message From the Voice of the Oppressed
The Government of Thibaw is using Millions of Dollars annually to oppress us. We have information from reliable sources that they have placed orders with a British company to supply them with arms and helicopters under the guise of using the arms for the country’s security.
We implore you not to be a part of this oppression by appealing to the suppliers not to supply the arms they want.
We CANNOT continue to live under this oppression. We want to be FREE.

Literary Prize awarded to Prisoner of Conscience
The Protector, London, January 17th 2010
At a glittering awards ceremony in the Savoy Hotel last night this year's Thomas Hardy Prize for Literary Excellence was awarded to Thang Maun, the Thibawan poet and novelist who has been under house arrest since 2003.
The award was accepted on Mr.Maun's behalf by Britain's Nobel Prize for Literature Laureate Sir William Dodd, himself a novelist and keen advocate of human-rights.
"Thang Maun's continuing incarceration isn't just a blot on Thibaw's reputation," he said in an impassioned speech, "it's a standing challenge to British Companies which decide to do business in that oppressed country despite their loudly-touted claims about commitment to ethical business principles."
This attack by Sir William was immediately recognised as a thinly veiled attack on Wordsworth Energy.
Wordsworth's shares are currently trading at 321.

Thibaw continues to be a source of international focus for global organizations, governments, businesses, and NGOs. Thibaw, a country with vast natural resources, has the potential to offer significant opportunities for businesses worldwide. However, global NGOs such as Open Book International are committed to monitoring the environment in Thibaw in terms of the country’s freedom in society, economics, foreign affairs, and quality of life.
According to Jonthan Fong of OBI, Thibaw is the “9th most corrupt country” in a situation that is “quite dire and dangerous” with an “inexorable risk of falling behind.” However, Mr. Fong sees a “glimmer of hope” that companies such as Wordsworth might be able to improve the situation in Thibaw through successful implementation of ethical standards in their future operations.

Lily Vale, Finance Editor speculates in an article in today's Finance and Economics section that Wordsworth Energy, favoured share of many Ethical Investment Mutual Funds, may also have as a significant shareholder the prestigious US-based Bruce Wayne Foundation. According to some sources the holding may be as high as 2%.
When approached for confirmation the Foundation's CEO, Richard Grayson, refused to comment and alluded instead to the interest taken by industrialist, socialite and philanthropist Bruce Wayne in humanitarian causes. Mr.Grayson also refused to comment on how the foundation has reacted to the decision by Wordsworth to operate in the SE Asian "Hermit Republic" of Thibaw, which is notorious for human rights abuses.
In sluggish trading Wordsworth shares were static at 320, the year's opening price.
